Norman scowled as he replayed the footage recorded on the monitor in front of him. The screen played back a scene of the female Hawkeye fighting off The Winter Soldier in a prior engagement. Norman gritted his teeth watching her movements, remembering her resistance to his leadership of HAMMER. She had not only faced down his Dark Avengers, but had tried to get in the way of his siege of Asgard. She would have to be eliminated before she tried to run any further interference. Loki had suggested that Norman not try and kill any of the heroes as it would bring too many attention to their plight, but now Norman had a new weapon - The Winter Soldier himself. Pulling the strings from the shadows, Norman could have his new assassin take down the heroes for him, all while staying out of the way, free to look like a good guy in front of the press. It had all worked out so perfectly.
Norman paused the footage, and booted up another set of recorded video, this time showing his fight with Spider-Man from days ago. Another thorn in his side, the wallcrawler would need to be eliminated. Their rivalry had been enjoyable to an extent, but the world was getting too crowded with heroes for Norman to operate freely, and he had to 'trim the fat.' That meant killing Spider-Man, among others. But Norman wanted to make him suffer most of all. He deserved pain, deserved torture until he begged for death. Norman grinned at the idea, imagining Spider-Man, beaten and bruised, no jokes to be said. Unfortunately, Norman wasn't sure if he would have the time to deal with Spider-Man - but he knew plenty who did, and one serial killer who could think of more sadistic ways to kill the wallcrawler than Norman himself. Norman would let Carnage have his fun, though he would be sad to miss his own opportunity. Still, Norman's schemes were much bigger than getting his own hands dirty at this point - he had a world to rule over, after all.
Norman had put together a similar plan before - a list of all those that needed to be eliminated or otherwise neutralized. It didn't go as smoothly as he would have liked, but he was able to eliminate Frank Castle, he captured Hawkeye, and he neutralized Bruce Banner for the most part. This time, Norman was going to learn from his mistakes. He was going to make sure it succeeded. He needed to cut down on his opposition, and the tools were right in front of him to do so. Captain America and Iron Man also needed to go - he would have to figure out a way to do that, though he didn't have the answer to it yet. Other heroes, such as iron Fist, didn't bother him, but he needed contingency plans in case they did get on his radar. And Black Widow needed to go as well. Norman couldn't have SHIELD meddling in his affairs, and an operative with her experience was sure to try and do something sneaky sooner or later. Best to be proactive and squash her before she got any bright ideas. It was going to be a long and difficult list, but the payoff would be worth it. Even if he failed, diverting the 'heroes' attention from himself was still a victory in itself. The whole world was wary of Norman, and he needed his plans to go off without a hitch without people constantly watching to see if he would trip up.

He smiled devilishly as he stood up and looked out across the city from his windowed office, the sunlight illuminating the buildings in a warm glow. It would all be his soon enough.
